The directive stated that the Covid-19 epidemic continues to be complicated, unpredictable, increasingly widespread, with a risk of outbreaks in many countries and regions around the world. This has strongly affected the global economy and major partners of Vietnam. In the country, the Covid-19 epidemic has been affecting many aspects of economic and social life. Activities of import, export, circulation, transportation of goods and passengers, and other service sectors such as health, education, catering, accommodation, entertainment, especially tourism, are clearly affected. Some production sectors and industries were initially affected, in some areas, there are temporary labor shortages, which interrupts the supply chain of raw materials and inputs, causing production and business activities to stall. Many businesses, especially small and medium-sized enterprises, therefore, have to narrow their production and business activities or suspend the operation.

In fact that many Vietnamese and international visitors coming from the epidemic areas do not have clear information about the epidemic, so it makes the situation more unpredictable. We are not subjective, we must continue to highly concentrate and drastically implement preventive solutions to prevent the spread of the epidemic and protect people's health. At the same time, we must carry out immediately specific and effective solutions to remove difficulties for production and business activities to ensure social security and socio-economic development goals.

The Prime Minister requests ministers, heads of ministerial-level agencies and chairman of People's Committees of provinces, Chairman of the Members' Council, General Directors of economic groups and state corporations, business community and people of the whole country to focus on implementing the "dual duty", which is to prevent the epidemic and develop the country at the same time.

The Prime Minister also requestes ministries, central agencies and localities to focus on implementing 7 key tasks and solutions. These are: Remove difficulties for businesses and facilitate access to capital, credit, finance, tax, trade and electronic payment; Review and cut administrative procedures and costs; Promote import and export; Expeditiously recover and develop tourism and aviation industry; Speed up the implementation of assigned tasks, disburse investment capital and improve the business environment; Focus on handling labor problems and promote communication information.

The Prime Minister finally requested ministries, central agencies and localities to concentrate on thoroughly and urgently have specific programs and action plans to guide the business community and people on mechanisms, policies and solutions to support and remove difficulties for production and business activities to ensure social security. It is also necessary that people and businesses actively coordinate with relevant ministries and agencies in handling arising problems, reporting monthly on the implementation status, proposing solutions and sending them to the Ministry of Planning and Investment and the Government Office before 20th monthly to synthesize and report to the Government and the Prime Minister.
