The strategy establishes the overarching objectives of proactive and effective adaptation to climate change, minimization of vulnerability and damage caused by climate change, reduction of greenhouse gas emissions to net zero by 2050, and capitalization on opportunities from climate change response to transform the growth model and enhance the economy's resilience and competitiveness.

By 2050, specific goals include maintaining a 43 percent forest cover, providing 100 percent of the population with clean, hygienic water, and providing 100 percent of the households in frequently hit by natural disasters with safe housing.
Towards the objectives, tasks and solutions have been outlined that revolve around enhancing the resilience and adaptive capacity of the natural, economic, and social systems and ensuring sustainable livelihoods.
Increasing investment in and modernizing the climate change monitoring network, hydrometeorological monitoring, and weather forecasting are among the solutions for reducing the damage caused by natural disasters and extreme weather.
According to the strategy, the net zero is anticipated to be achieved by 2050, with an expected peak in emissions in 2035 followed by a sharp decline.
