Closing ceremony of the 11th “Cooperation – Connection and Enterprise Development in the North” conference in 2018

(DNVN) - After 2 days, the 11th Northern Regional Cooperation - Connection and Enterprise Development Forum Conference in 2018 with the theme "Enhancing the role of Business associations in supporting small and medium enterprises with sustainable development ” completed the content of the proposal and closed at noon on November 17, 2018.

At the Eleventh Forum, the whole conference agreed to approve the Forum's Resolution with some contents related to the focus on exploiting the Law on Small and Medium Enterprises Support, focusing on supporting the target program that has been stipulated in the Law, Decrees, Resolutions and Directives of the Government and the Prime Minister; continue to connect activities to enhance cooperation and dialogue between businesses and state agencies; continue to develop policies and laws, improve the business environment and enhance participation in the reform of administrative procedures of the government; association system from the central to local levels; join hands with the government and local authorities to encourage businesses in building customs, creating habits and sense of compliance with the law.
To say no to negativity, "undertable costs" must be denied as part of the "game rules"; Continue to support the establishment of new business associations and improvement of their operational capacity. Strengthening and promoting cooperation with international business representative organizations to help Vietnamese SMEs invest abroad, gradually forming a network to support Vietnamese enterprises in another country; improving the awareness of society and the State about the image of Vietnamese entrepreneurs as they are not only getting weathier, but also caring for society and the community and they can fully become an effective partner of the state in realizing the country's social goals. At the same time, encouraging businesses and entrepreneurs to actively participate in programs to ensure social security, poverty reduction, and consequences of natural disasters.
Through the Forum, the business community sent to the government some recommendations such as: Firstly, the government should continue to improve policies, investment and business environment; create favorable conditions for small and medium enterprises; focus on the implementation of credit, finance, tax, technology, production premises, promotion and market expansion, public procurement, information and advice; developing human resources, creating and providing services to support businesses in joining and withdrawing from the market. Secondly, the government needs to have solutions to transfer some public services from ministries, branches and localities to business associations. Subsequently, reducing the cost of enterprises in production and business, and also emphasizing the associations' capacity and responsibility, thereby mobilizing resources in society and contributing partly to reduce costs from the state budget. Thirdly, the government should soon submit to the National Assembly for promulgating the Law on Associations to promote the development of business associations with the extensive participation of SMEs, so that the associations will have a solid, clear, and strong legal foundation. Our mission is to contribute to the country's socio-economic development, the development of each industry and the development of each business. In the immediate future, it is possible to study, develop and issue a separate Decree on organization and operation of business associations.
Fourthly, the government should continue the administrative reform: cut down on business conditions with particular attention to the areas related to construction, land, environment, investment, tax, customs and defense. Urging state agencies to promote the application of information technology to solve administrative procedures in online form, and improving business investment environment in the spirit of the government's resolution. It is recommended that the government should soon apply electronic communication systems between business registration agencies, tax authorities and social insurance to simplify the establishment of enterprises. Fifthly, the government should pay attention to creating conditions for Vietnam SMEs association and local business associations to participate in working missions of government leaders and ministries and branches in foreign activities.As a result, the associations can exchange, study and work more with international organizations and participate more in implementing programs of the government as well as of ministries, branches and localities on issues related to enterprise development in general and SMEs in particular.
